Kim Shaffer is back and Judy Hoffer is president. I think that's a healthy development.

Despite a resignation from her previous term, Ligonier borough council member Kim Shaffer took her newly elected seat at council's reorganization meeting Monday night.
Shaffer had announced her resignation at an Oct. 29 meeting, but it was not voted upon by council at that time. At council's Nov. 14 meeting, Helterbran, James St. Clair and Tom Freeman voted to accept the resignation, while Judy Hoffer, Bob Bell and Jim McDonnell voted against accepting it. Mayor Ormond Bellas broke the tie, voting to accept the resignation. Shaffer responded to the vote by stating she had intended to take back her resignation that night. Helterbran said Shaffer would still be eligible to take her newly elected seat in 2014.
